Abstract
U fokusu ovog rada je primjena modernih tehnologija u komunikaciji tijela državne uprave – Porezne uprave Republike Hrvatske, s njenim poreznim obveznicima, kako u vidu građana, obrtnika i nositelja samostalnih djelatnosti, tako i u vidu pravnih osoba – društava, neovisno o njihovom organizacijskom obliku u kojemu se pojavljuju na tržištu. Dio rada osvrt je na digitalno poslovanje uokvireno u jednako tako zanimljiv aspekt komuniciranja s javnošću tijela koja vrlo često prema svojim obveznicima moraju primjenjivati i donekle represivne stavove. Rad će, stoga, predstaviti teoretski dio odnosa s javnošću i digitalnog poslovanja. Kao uvod u praktični primjer poslužit će kratak povijesni pregled oporezivanja u Hrvatskoj, sažete informacije o poreznom sustavu i zakonski izvori postojanja Porezne uprave, kao i misija i vizija te podaci o samoj organizaciji. Eksterni odnosi s javnošću biti će prikazani kroz ciljeve i ciljne skupine za komunikaciju, dok će interna javnost raščlaniti vidove komuniciranja kroz analogne (tiskani materijali) i digitalne oblike u vidu Intraneta i e-learning sustava. Suština praktičnog dijela predstavljena je kroz elektronsko poslovanje putem Jedinstvenog portala Porezne uprave koji sadrži komponente za poslovanje s građanima (Government to Citizens – G2C) i pravnim osobama (Government to Business - G2B). Na kraju ovog rada bit će promatran portal i njegova uloga kroz prizmu primjene i otkrivanja mogućih potencijala u poslovanju i komuniciranju s njegovim korisnicima.
Abstract (english)
The focus of this paper is the use of modern technologies in the communication of state administration bodies - the Tax Administration of the Republic of Croatia, with its taxpayers, in the forms of citizens, tradesmen and holders of independent activities, as well as legal persons - companies, regardless of their organizational form they appear on the market. Part of the paper is a review of digital business framed in an equally so interesting aspect of the communication with public body that often have to apply some repressive attitudes to its payers. It will therefore work to present the theoretical part of public relations and digital business. An introduction to a practical example will provide a brief historical and present introduction of taxation in Croatia, a summary of information on the tax system and legal sources of tax administration, as well as mission and vision and information about the organization itself. External public relations will be outlined through the goals and target groups for communication, while the internal public will present the forms of communication through analogue (printed materials) and digital forms in the Intranet and e-learning system. The essence of the practical part is presented through electronic business through the Unified Tax Administration Portal (Croatian: Jedinstveni portal Porezne uprave) containing Government to Citizens (G2C) and Government to Business (G2B) components. At the end of this paper, the portal and its role will be monitored through the prism of application and discovery of potential business opportunities and communication with its users.
