Abstract
Upravljanje javnim dugom se smatra procesom koji se sastoji od formiranja točnije uvođenja i realizacije strategije s ciljem pribavljanja sredstava za financiranje proračunskog rashoda odnosno deficita države, koji nastoji sublimirati razinu izdataka i rizika i poticati razvoj tuzemnog tržišta vrijednosnica. Strategijama se određuju smjernice (ciljevi) i strateške mete u svrhu upravljanja javnim dugom kako bi se smanjila izloženost rizičnim faktorima i osigurala dugoročna održivost javnog duga. Strategije koje sadržavaju ciljeve i strateške mete se razlikuju između zemalja te ovise o različitim pokazateljima. Definiraju se na osnovu visine i strukture duga, razini efikasnosti fiskalne i monetarne politike, stupnju konkurentnosti tržišta kapitala, kreditnom rejtingu i ostalim makroekonomskim pokazateljima. Cilj ovog rada je opisati osnove javnog duga (pojam, klasifikacija, ciljeve), strategije javnog duga, analizirati strukturu javnog duga Republike Hrvatske u vremenskom razdoblju od 2013. do 2018. godine te prikazati ciljeve i smjernice upravljanja javnim dugom Republike Hrvatske u vremenskom razdoblju od 2019. do 2021. godine.
Abstract (english)
Public debt management is considered a process consisting of the formation or establishment and implementation of a strategy to raise funds to finance government budget deficits, which seeks to sublimate the level of costs and risks and encourage the development of the domestic securities market. Strategies set goals and strategic objectives for the purpose of public debt management in order to reduce risk exposure and ensure the long-term sustainability of public debt. Strategies that contain goals and strategic targets differ between countries and depend on different indicators, ie they are determined based on the amount and structure of debt, the level of fiscal and monetary policy success, the level of capital market development, credit rating and other macroeconomic indicators. The aim of this paper is to describe the basics of public debt (concept, classification, objectives), public debt strategies, analyze the structure of public debt of the Republic of Croatia in the period from 2013 to 2018 and present the goals and guidelines of public debt management in the Republic of Croatia. 2019 to 2021.
