Abstract
Proračun Republike Hrvatske je dokument u kojem su navedeni prihodi i rashodi za jednu kalendarsku godinu. On prikazuje najvažnije ciljeve države, utječe na ekonomsko stanje zemlje te služi kao kontrola prihoda i rashoda države. Državni se proračun odnosi na jednu godinu, ali se planira minimalno dvije i pol godine. Sastavljen je od tri različita proračuna: proračun opće države, proračun jedinica lokalne uprave i samouprave te proračun izvanproračunskih fondova. Javni prihodi se razlikuju od države do države jednako kako se i rashodi razlikuju, a prikupljaju se od najranijih vremena upravo radi financiranja rashoda. Prihodi moraju biti jednaki (ili veći od) rashodima, a javni se prihodi sastoje od proračunskih prihoda (gdje se ubraja i porez), izvanproračunskih prihoda (primjerice doprinosi za zdravstveno osiguranje), zaduživanja (putem kredita) te pomoći i darova. Osim teoretske osnove, rad sadrži i praktični dio u kojem su analizirani javni prihodi u razdoblju od 2011. do 2015. godine.
Abstract (english)
The budget of the Republic of Croatia is a document that indicates the income and expenditure for one calendar year. It shows the most important goals of the state, affects the economic situation of the country and serves as the control of income and expenditure of the state. State budget covers one year, but is planned at least two and a half years. It is composed of three different budgets: the general budget, the budget of local governments and budget extra-budgetary funds. Public revenue vary from state to state as expenses vary and are collected from the earliest times just to finance expenditures. Revenue must be equal to (or greater than) the expenditures and public revenues consist of budget revenues (which also includes the tax), extra-budgetary income (such as contributions for health insurance), borrowing (through loans), as well as support and donations. In addition to theoretical foundations, the work includes a practical part in which are public revenues in the period from 2011 to 2015 analyzed
