In the whole European Union and in many world countries it is evident that there is a problem of youth unemployment as a result of the following appearances: increased human lifetime – the increasing proportion of elderly people in the total population – extending working life and finally – inappropriate profile development of active workers compared to demands of the modern labor market. This work presents results of analysis and review of the education and scholarship system in Croatia, comparing them with the laber market, unemployment, especially of young people and the impact of scholarship on employability and labor mobility. Analyzing the issue of scholarship schemes in Croatia, special attention was paid to assessing the effectiveness of the scholarship programs to the labor market, with particular emphasis on scholarship programs for students of scarce occupations. If we want to be in step with the global trends of the development of existing and creation of new industries, we would have, in the creation of national and regional policies for the development of human resources, at least to follow these trends by encouraging investment in education, in order to influence the creation of working age people who are desirable to employers and ready to meet the demands of the modern business world. This paper explores the current shape of the educational system and scholarships and describes the challenges faced by young people during their studies in Croatia. This work offers an overview of European trends in this area, with proposals for improving the system of scholarships to the effects acted on competitiveness, mobility and better employability of young people after graduation.
