Abstract Glavni predmet istraživanja ove doktorske disertacije predstavlja upravljanje tehnološkim promjenama u tijelima državne uprave Republike Hrvatske. Važnost ove problematike proizlazi iz činjenice da su u današnjem vremenu promjene u državnoj upravi, kao i u cijelom društvu, snažno potaknute tehnološkim napretkom. U tijelima državne uprave tehnološke su promjene najuže povezane s procesom informatizacije poslovanja i razvojem e-uprave. Stoga je učinkovito upravljanje tehnološkim promjenama jedan od temeljnih preduvjeta izgradnje moderne državne uprave. Kako bi se provjerile u radu postavljene hipoteze, provedeno je istraživanje na uzorku zaposlenika u središnjim tijelima državne uprave Republike Hrvatske. Iz rezultata analize proizlazi da je zaposlenicima u tijelima državne uprave na raspolaganju zadovoljavajuća informatička oprema, ali je uglavnom koriste za izvršavanje jednostavnih zadataka. Analiza je nadalje pokazala da, iako zaposlenici svoju opću informatičku pismenost
vrednuju relativno visokim ocjenama, njihova znanja i vještine u korištenju informacijskih i komunikacijskih tehnologija, poglavito u slučaju određenih skupina, treba unaprijediti. Na temelju odgovora zaposlenika zaključeno je da su svjesni koristi koje mogu donijeti tehnološke promjene i da ih uglavnom smatraju opravdanima. No, tehnološke promjene koje su se dogodile u njihovim institucijama, kao i upravljanje tehnološkim promjenama, ne ocjenjuju dovoljno pozitivno. Rezultati analize također su potvrdili i da ne postoje značajne razlike u ocjenama tehnoloških promjena zaposlenika s obzirom na spol, dob, stupanj obrazovanja i položaj u rukovodećoj strukturi. U okviru faktorske analize determinirana su tri faktora. Nakon provedenih testiranja zaključeno je kako se hipoteza da se analizirane skupine zaposlenika statistički značajno razlikuju s obzirom na determinirane faktore može tek djelomično prihvatiti. Osim toga, utvrđeno je i da materijalni poticaji nisu najvažniji čimbenik prihvaćanja tehnoloških promjena te da su zaposlenici ograničeno zadovoljni e-upravom. Prema tome, nedvojbeno je da upravljanje tehnološkim promjenama u tijelima državne uprave treba unaprijediti, a proces informatizacije njihovog poslovanja intenzivirati.
Abstract (english) The main subject of this doctoral dissertation is the management of technological changes in the state administration bodies of the Republic of Croatia. The importance of this issue stems from the fact that nowadays changes in state administration, as well as in the whole society, are strongly driven by technological advances. In state administration bodies, technological changes are closely connected to the process of computerisation of business and e-government development. Therefore, the effective management of technological change is one of the fundamental preconditions for building a modern state administration. In order to verify the hypothesis, a survey was conducted on a sample of employees in the central bodies of the state administration of the Republic of Croatia. From the results it appears that the staff
in the state administration bodies have satisfactory IT equipment at their disposal but they are mostly used to perform simple tasks. The analysis further indicated that although employees rate their general IT literacy with relatively high marks, their knowledge and skills in using information and communication technologies, especially in the case of certain groups, ought to be improved. Based on the employee responses, it was concluded that they are aware of the benefits that technological changes can bring and that they generally consider them to be justified. However, the technological changes that have occurred in their institutions, as well as the technological change management, are not evaluated sufficiently positively. The results also confirmed that there are no significant differences in the employees’ ratings with respect
to gender, age, degree of education and position in managerial structure. Three factors were determined within the factor analysis. Statistical tests revealed that the hypothesis stating that the analysed groups of employees significantly differ from each other with regard to the determined factors can only be partially accepted. In addition, it has been established that
material incentives are not the most important factor in accepting technological change and that the employees are somewhat satisfied with the e-government. Therefore, there is no doubt that the management of technological changes in the state administration bodies needs to be improved and the process of computerisation of their business should be intensified.
