Abstract
Grad Orahovica prostire se u jugoistočnom dijelu Virovitičko-podravske županije te je jedan od manjih gradova ove županije sa 5.304 stanovnika. Cilj ovog diplomskog rada je dati detaljan uvid u proračun Grada Orahovice i prikazati glavne značajke proračuna koji je važan financijski dokument jer daje stručnu procjenu iznosa primitaka, odnosno prihoda te iznosa svih izdataka i ostalih plaćanja koje promatrana lokalna jedinica ima. Na početku rada prikazano je administrativno ustrojstvo lokalne jedinice u Republici Hrvatskoj, a nakon toga osnovni podaci Grada Orahovice. U svrhu što kvalitetnijeg uvida u stanje proračuna Grada Orahovice napravljena je vertikalna analiza koja se odnosi na prihode i rashode. Promatrano razdoblje je od 2012. do 2016. godine. Utvrđeno je da Grad Orahovica u promatranom razdoblju od 5 godina posluje sa suficitom, što je i glavni cilj svake lokalne jedinice. Na kraju diplomskog rada predstavljeno je izvršenje proračuna te prijedlozi za bolje izvršenje proračuna.
Abstract (english)
The town of Orahovica is located in the south-eastern part of Virovitica-Podravina County and is one of the smaller towns of this county with 5,304 inhabitants. The aim of this graduate thesis is to give a detailed insight into the budget of the town of Orahovica and to show the main features of the budget which is an important financial document because it provides an expert estimate of the amount of receipts or revenues and the amount of all expenditures and other payments observed by the local unit. At the beginning of the work, the administrative structure of the local unit in the Republic of Croatia is presented, followed by the basic data of the town of Orahovica. For a more accurate insight into the state of budget of the town of Orahovica, a vertical analysis of revenues and expenditures was made. The observed period is from 2012 to 2016. It was found that the town of Orahovica in the observed period of five years operates with the surplus, which is also the main goal of each local unit. At the end of the graduate thesis, budget implementation and proposals for better budget execution are presented.
