Abstract
Već duži niz godina ekonomski stručnjaci upozoravaju na neodrživost mirovinskog sustava u Republici Hrvatskoj. Zbog nezahvalne političke situacije u zemlji nakon osamostaljenja Republike Hrvatske i posljedica rata, država je bila suočena s problemom odlaska velikog broja stanovništva u braniteljske i invalidske mirovine. Zatim je situaciju pogoršala neuspješna privatizacija koja je za posljedicu imala propadanje velikog broja radnih mjesta. Kako bi se izbjegli socijalni nemiri, veliki dio radno sposobnog stanovništva je umirovljen. Krajem 2007. godine zemlju je pogodila recesija koja je bila prisutna sve do 2013. godine, a koju je također obilježila visoka stopa nezaposlenosti. Visoka nezaposlenost znači da se manje doprinosa za mirovine uplaćuje u mirovinski sustav. Iako Republika Hrvatska danas više nije u recesiji, trenutni problem je velika migracija radno aktivnog stanovništva u druge zemlje. Dakle, povijesno gledajući, Republika Hrvatska od svoga osamostaljenja ima velike demografske, socijalne, gospodarske i zakonodavne probleme koji imaju jak utjecaj na mirovinski sustav. Razmatranjem temeljnih čimbenika održivosti mirovinskog sustava izvodi se zaključak da je mirovinski sustav Republike Hrvatske dugoročno neodrživ ako se nastave negativni demografski trendovi u zemlji.
Abstract (english)
For many years, economic experts have warned of the unsustainability of the pension system in the Republic of Croatia. Because of the unfortunate political situation in the country after the independence of the Republic of Croatia and the consequence of the war, the state was faced with the problem of leaving a large number of population in veterans' and invalidity pensions. Then, the situation deteriorated by the unsuccessful privatization, which resulted in the deterioration of a large number of jobs. In order to avoid social disruption, a large part of the working-age population is retired. At the end of 2007, the country was hit by the recession that was present until 2013, which was also marked by a high unemployment rate. High unemployment means that less contributions to pensions are paid into the pension system. Although the Republic of Croatia is no longer in recession, the current problem is the large migration of working-active population to other countries. Historically, the Republic of Croatia since its independence has major demographic, social, economic and legislative problems that have a strong influence on the pension system. Considering the underlying factors of the pension system's sustainability, it is concluded that the pension system of the Republic of Croatia is long-term unsustainable if negative demographic trends continue in the country.
