Abstract
Fondovi Europske unije u Republici Hrvatskoj doživljavaju rast iz godine u godinu. Regionalna politika Europske unije temelji se na dobrom provođenju natječaja i dodjeljivanju sredstava i samih Fondova kako bi se raspodjelilo bogatstvo te time osigurao dostojan život svake osobe u EU. Svaka zemlja članica Europske unije pravi svoje operativne programe koji slijede ciljeve regionalne politike i strategije Unije. Privlačenje sredstava, međutim, još uvijek nije toliko efikasno koliko bi moglo biti i koliko je u drugim državama članicama. Na tome se radi putem tečajeva za voditelje projekata, razne druge edukacije potencijalnih primatelja, i slično. Akcijski plan za povećanje učinkovitosti korištenja ESI fondova pokušava smanjiti administrativno opterećenje, osigurati pouzdano upravljanje sredstvima i dovoljan broj kvalitetno pripremljenih projekata za koje svakako treba i kvalificiran, stručan ljudski potencijal. Privlačenje sredstava iz fondova EU nerijetko je posao koji potencijalnim korisnicima zadaje probleme jer su preduvjeti i potrebna dokumentacija nedovoljno poznati. Za povećanje prilike za dobivanje sredstava iz EU fondova potrebno je imati jasnu strategiju, spremnost na ulaganja, ljudske kapacitete, kontinuitet i prepoznatljivost.
Abstract (english)
European Union funds in the Republic of Croatia experience growth year after year. The European Union's regional policy is based on a good implementation of the tendering and allocation of funds and the Funds themselves to distribute wealth and thus ensure the dignity of every person in the EU. Each member state of the European Union has its own operational programs that follow the goals of the Union's regional policy and strategy. Attracting funds, however, is still not as efficient as it could be in other Member States. This is done through courses for project managers, various other training of potential recipients, and so on. The action plan to increase the efficiency of use of ESI funds is trying to reduce administrative burdens, ensure reliable asset management and a enough well-prepared projects for which there is a need for a qualified, skilled human potential. Attracting funds from EU funds is often a job that poses problems to potential users because the preconditions and necessary documentation are insufficiently known. To increase the opportunities for obtaining funds from EU funds, it is necessary to have a clear strategy, readiness for investment, human capacity, continuity and recognizability.
