Abstract
Socijalno osiguranje u Republici Hrvatskoj odnosi se na organiziranu zaštitu ranjivih skupina stanovništva kao što su bolesni, stariji, oni nesposobni za rad, nezaposleni, socijalno ugroženi i obitelji s djecom, a država ga provodi kroz doprinose načelom solidarnosti. Socijalno osiguranje uključuje zdravstveno i mirovinsko osiguranje, osiguranje za slučaj nezaposlenosti i obiteljske naknade, socijalne naknade i dječje doplatke. Riječ je o doprinosima i naknadama u koje ljudi ulažu tijekom života i djelomično ih financiraju, da bi u određenim trenucima mogli zatražiti određene povlastice iz tih istih izvora. U okviru završnog rada detaljnije će se razložiti prethodno navedeno te se analizirati samo socijalno osiguranje na primjeru Republike Hrvatske. Mirovinsko i zdravstveno osiguranje kao sastavne komponente socijalnog osiguranja definirane su i prikazane specifičnije, kako bi se mogla uvidjeti njihova važnost i utjecaj za samo socijalno osiguranje. Također važno je za spomenuti kako obveznim primarnim zdravstvenim osiguranjem upravlja Hrvatski zavod za zdravstveno osiguranje (HZZO) i pokriva troškove zdravstvenih usluga propisane zakonom.
Abstract (english)
Social security in the Republic of Croatia refers to the organized protection of vulnerable groups of the population such as the sick, the elderly, those unable to work, the unemployed, the socially disadvantaged and families with children, and the state implements it through contributions to the principle of solidarity. Social security includes health and pension insurance, unemployment and family insurance, social security benefits and child benefits. These are contributions and benefits that people invest and partially fund over their lifetime so that they can claim certain benefits from these same sources at certain times. In the framework of the final paper, the above will be explained in more detail and only social insurance will be analyzed in the case of the Republic of Croatia. Pension and health insurance as constituent components of social insurance have been defined and presented more specifically, in order to be able to see their importance and impact for social security only. It is also important to note that compulsory primary health insurance is managed by the Croatian Health Insurance Institute and covers the costs of health care services prescribed by law.
