The subject of this paper is purchase through public procurement. The aim of the course is to acquaint the readers of the paper with the concept of procurement, purchase, and finally with public procurement, as well as with participants, principles and the whole public procurement process. Buying is the process of procuring goods, services or works in exchange for money or other value. With the implementation of the Public Procurement Law, public procurement is represented in all areas of business. Procurement of goods, services and works is carried out by public procurement, and every economic operator is free to submit a tender to the contracting authority. Stakeholders acting in a public procurement procedure in accordance with Article 24 of the Public Procurement Law in a single public procurement procedure must have at least one authorized representative of the contracting authority holding a valid certificate in the field of public procurement. This ensures the quality and efficiency of having specialist knowledge and skills in the implementation of procurement procedures at all levels. Public procurement greatly facilitates the procurement process since the contracting authority itself determines the price and other criteria, and the economic operators submit tenders on the basis of this, so that the contracting authority can decide on the most favorable tender that meets the required criteria. The goal of public procurement is to get the "best value for money".
