Abstract
Vukovarsko-srijemska županija najistočnija je županija Republike Hrvatske čiji je razvoj zbog ratnih razaranja znatno usporen, te je danas zbog toga među najnerazvijenijim županijama u Hrvatskoj. Suočava se sa visokom stopom nezaposlenosti, što dovodi do iseljavanja, odnosno do smanjenja broja stanovnika, koje nezadovoljno radnim mjestima i mogućnostima koje im se pružaju, odlaze i u druge županije, ali nažalost više u inozemstvo. Zbog toga je važno da županija, kao jedinica regionalne uprave donese proračun kojim će brzo i efikasno moći utjecati na gospodarstvo i industriju, povećanje zaposlenosti, te na poboljšanje kvalitete svakodnevnog života svojih stanovnika. Kroz ovaj rad bit će predstavljene opće značajke Vukovarsko-srijemske županije, ključna terminologija za razumijevanje proračuna, te zakon o financiranju lokalne i regionalne samouprave unutar kojeg tijela županije mogu djelovati. Ekonomskom klasifikacijom analizirati će se prihodi koje županija prikuplja, organizira, te njima financira rashode u razdoblju od 2014. do 2018. godine. Funkcijskom klasifikacijom bit će prikazano u što je županija ulagala najviše proteklih godina kako bi postigla svoje ciljeve. Na kraju rada, zaključak će sadržavati rezultate analize proračuna, te prijedloge za budući rast i razvoj.
Abstract (english)
Vukovar-syrmium county is the easternmost county of the Republic of Croatia, whose development has been considerably slowed due to wartime destruction, making it one of the least developed counties in Croatia. It is facing a high unemployment rate, which in turn leads to emigration, that is population decline. The population, unhappy with the jobs offered, and the opportunities given to them, are leaving to other counties in the Republic of Croatia, but sadly a greater number of them are leaving abroad. Because of this it is important that counties, as a unit of regional administration, decides on a budget which can quickly and efficiently influence the economy and industry, increase employment, and can influence the improvement the quality of everyday life for its inhabitants. Trough this paper, the general characteristics of the Vukovar-syrmium county will be presented, as will the key terminology for budget understanding and so will the „Law of local and regional unit funding“ by which the county bodies are regulated. Using an economic classification the revenues which the county collects, organizes and uses to finance the expenditures will be analyzed for the period from 2014. to 2018. The functional classification will show what the county has invested in the most in recent years to achieve its goals. At the end of the paper, the conclusion will contain the results of the budget analysis, and proposals for future growth and development.
