Abstract
U završnom radu razradit će se pojam fiskalne politike i državnog proračuna te će se kroz empirijski dio rada pobliže analizirati fiskalna politika Republike Hrvatske zajedno s njezinim državnim proračunom. Cilj je ovoga rada, temeljem iznesenih podataka i provedene analize, donijeti određene zaključke o funkciji fiskalne politike i državnog proračuna u Republici Hrvatskoj te njihovom utjecaju na ostvarenje ciljeva ekonomske politike. U svrhe izrade rada, koriste se deduktivne metode analize i deskripcije čime se definiraju i pojašnjavaju instrumenti i funkcije fiskalne politike te se definira opći pojam poreza, njegova klasifikacija kao i pojam carina, doprinosa, javnih rashoda i javnog duga te funkcija i načela državnog proračuna. Radom se analiziraju teorijska razmatranja raznih autora pomoću kojih se pobliže pojašnjavaju navedeni pojmovi.
Abstract (english)
The final paper will cover the topic of fiscal policy and the state budget. Through the practical part of the paper it will analyze the fiscal policy of the Republic of Croatia together with its state budget. The aim of this paper is to draw certain conclusions about the function of fiscal policy and the state budget in the Republic of Croatia and determine their impact on the achievements of economic policy goals based on the presented data and conducted analysis. For the purposes of this paper, deductive methods of analysis and description are used. With them the paper defines and clarifies the instruments and functions of fiscal policy and defines the general concept of tax, its classification as well as the concept of customs, contributions, public expenditures and public debt, state budget functions and principles. The paper analyzes the theoretical considerations of various authors with the help of which the mentioned concepts are explained in more detail.
