Abstract
Pametni gradovi su urbana naselja koja se svjesno trude koristiti informacijske i komunikacijske tehnologije na strateški način s ciljem održivosti okoliša, funkcionalnosti urbanih sustava, kvalitete života za sve i razvoja zasnovanog na znanju i zajednici. Postoji nesporazum oko definiranja pametnih gradova, no njihove osnovne sastavnice su urbani okoliš, informacijske i komunikacijske tehnologije, ljudi i zajednice i strateški pristup prema jednom ili više prethodnih ciljeva. Svrha ovog rada je dati pregled teorije o pametnim gradovima te usporedbom stvarnih slučajeva iz prakse, pametnih gradova Amsterdama i Barcelone, potkrijepiti prethodno uspostavljene teorijske temelje. Strateško planiranje razvoja pametnog grada kreće sa planiranjem javnog sektora i prostornog razvoja pri čemu su razvoj strategije prolazi kroz fazu analize stanja, razvoja pa implementacije strategije te kontrole provedbe u posljednjoj fazi. Nadalje, strateško planiranje pametnih gradova sastoji se od suradnje niza elementa neophodnih za njegovo funkcioniranje. Amsterdam i Barcelona su među prvim pametnim gradovima u svijetu pri čemu je u središtu strategija oba grada održivost okoliša.
Abstract (english)
Smart cities are urban settlements that consciously strive to use information and communication technologies strategically with the aim of environmental sustainability, the functionality of urban systems, quality of life for all, and knowledge-based and community-based development. There are several interpretations of Smart cities found in literature, but their basic components are the urban environment, information and communication technologies, people and communities, and a strategic approach to one or more of the previous goals. The purpose of this paper is to give a theoretical overview of the smart cities concept and a comparison of successful cases from practice that support the previously established theoretical foundations. Strategic planning in smart city development starts with the planning of the public sector and spatial development, where the development of the strategic planning goes through the phase of analysis of the situation, development, and implementation as well as the control of implementation in the last phase. Furthermore, the strategic planning of Smart cities consists of the cooperation of several elements necessary for its functioning. Amsterdam and Barcelona are among the first smart cities in the world, with the sustainability of the environment at the focus of both cities' strategies.
