Abstract
Državni proračun odnosi se na plan prihoda, odnosno koliko će neka država prikupiti novca tijekom jedne godine, te plan rashoda ili koliko će neka država potrošiti prikupljenih novčanih sredstava tijekom godine i u koju svrhu će biti utrošena. Proračun se pretežno donosi krajem godine tj. prije samog početka godine na koju se odnosi, a glavne funkcije proračuna su prikazivanje ciljeva države, prikaz državnih instrumenta kojima se želi utjecati na ekonomsko stanje u državi i sustav kojim se kontrolira samo prikupljanje, a zatim i trošenje sredstava tog proračuna. Vrlo je zanimljivo sagledati ponašanje proračuna prije i tijekom razdoblja pandemije Covid-19. Stoga istraživački rad prikazuje analizu javnih prihoda i javnih rashoda kroz razdoblje od 2018. do 2021. godine, vertikalnu i horizontalnu analizu najznačajnih javih prihoda i javnih rashoda kroz spomenuto razdoblje na primjeru Republike Slovenije. Cilj analize je vidjeti na što je proračun usmjeren, koji su ciljevi, ekonomsko stanje i raspodjela trošenja ekonomskih sredstava kada situaciju gospodarstva uzdrmaju ugroze na koje ne može utjecati ništa osim kvalitetnog zdravstvenog sustava.
Abstract (english)
The word budget dates back to the Middle Ages and comes from the French term bougette, which is a diminutive of the word bouge - it means a leather bag or pouch. The closer meaning of the government budget refers to the revenue plan, or how much money a government will collect during one year, and the expenditure plan or how much a government will spend the collected funds during the year and for what purposes. The budget is usually voted at the end of the year, i.e. before the very beginning of the year to which it refers. The main functions of the budget are to present the state's goals, to show the state instruments that are intended to influence the economic situation in the state and the system of budget collection and spending control It is very interesting to look at the behavior of the budget during the "normal" and "new normal" periods, i.e. the Covid-19 pandemic, so the research paper presents an analysis of public revenues and public expenditures and investments in the period 2018-2020 on the example of the Republic of Slovenia. The aim of the analysis is to see what the budget is focused on, what are the goals, economic situation and distribution of spending of economic resources when the economic situation is shaken by threats that can be affected by nothing but a quality health system.
