Abstract
U ovom završnom radu razrađen je pojam državnog proračuna i fiskalne politike, te je analiziran utjecaj zdravstvene pandemije Covid-19 na državni proračun Republike Hrvatske. Konkretno, u radu su pobliže razrađeni osnovni pojmovi vezani za državni proračun kao što su; uloga i pojam, funkcije, te planiranje, izvršavanje i kontrola proračuna. Kod fiskalne politike je stavljen naglasak na objašnjenje njezinih ciljeva i instrumenata. Također su razmotreni uzroci i posljedice prouzročene koronavirusom Covid-19 koja je zahvatila cijeli svijet 2020-2021. godine. U empirijskom dijelu rada je analiziran utjecaj Covid-19 pandemije na državni proračun Republike Hrvatske u 2019. i 2020. godini. Rezultati analize su ukazali na značajan utjecaj pandemije koronavirusa kako na prihodnu tako i na rashodnu stranu istog.
Abstract (english)
In this final thesis, the concept of the state budget and fiscal policy is elaborated, and the impact of the Covid-19 health pandemic on the state budget of the Republic of Croatia is analyzed. Specifically, the paper delves into fundamental concepts related to the state budget, such as its role, functions, as well as budget planning, execution, and control. When discussing fiscal policy, emphasis is placed on explaining its goals and instruments. Additionally, the causes and consequences of the Covid-19 coronavirus that affected the entire world in 2020-2021 are considered. In the empirical part of the paper, the impact of the Covid-19 pandemic on the state budget of the Republic of Croatia in 2019 and 2020 is analyzed. The results indicate the significant impact of the coronavirus pandemic on the revenue and expenditure accounts of the state budget.
