Abstract
Lobiranje je proces djelovanja prema donositeljima zakona i regulativa kojima pokušavamo istaknuti i ishoditi promjene u našem interesu ili interesu stranke za koju lobiramo. Lobiranje se još uvijek pogrešno veže uz pojam korupcije, premda svjetska praksa ukazuje na dugu tradiciju ovog procesa. U ovom diplomskom radu istaknut je utjecaj i značaj lobiranja, posebice kada su u pitanju mala i srednja poduzeća. Sektor malih i srednjih poduzeća predstavlja okosnicu svakog gospodarstva, a zakoni i regulative koji utječu na rad ovog sektora mogu njegovo poslovanje potaknuti ili usporiti. U radu su istaknute koristi od lobiranja, kao i različite tehnike i pristupi lobiranju. Praktični dio rada daje pregled nekoliko primjera lobiranja, kojima se djelovalo na interese sektora malih i srednjih poduzeća, kao i rezultata koji su ostvareni kroz navedene primjere lobiranja. Cilj rada je detaljno pojasniti pojam i svrhu lobiranja, te pojasniti važnosti zalaganja za interese sektora malih i srednjih poduzeća.
Abstract (english)
Lobbying is the process of engaging with law and regulations makers in an attempt to highlight and secure changes in our interest or the interest of the party we are lobbying for. Although lobbying has a long history of global practice, it is still wrongly associated with the notion of corruption. This master thesis emphasizes the influence and importance of lobbying, especially when it comes to small and medium-sized enterprises. The medium-sized enterprise sector represents the backbone of every economy, and laws and regulations that affect the work of this sector can stimulate or stall its operations. The thesis highlights the benefits of lobbying, as well as different techniques and approaches to lobbying. The practical part of the thesis provides an overview of several examples of lobbying through which the interests of the small and medium-sized enterprises sector were represented, as well as the results achieved. The aim of this thesis is to explain in detail the concept and purpose of lobbying and to clarify the importance of advocacy for the sector of small and medium enterprises.
