The use of modern telecommunications and technology, especially internet, has transformed the way of life of people in the last twenty years and among others there was a need to introduce a new system of digitized public administration. E-government is designed to improve the efficiency, speed, transparency and quality of public administration. The emergence of these new modern technology would allow the public administration to improve its quality, availability and speed of work, increase transparency, efficiency, two-way exchange of information between users and service providers, local and regional government and the government, improve the democratic dialogue with citizens and ensure their inclusion in democratic processes. With further development of the technology there has been a remarkable expansion of need for constant internet access and one of the best solution was integration of all the functions that had a computer in the so-called 'smart phones' and a new revolution - Internet access through mobile phones. In this work it will be explained in more detail an exceptional role of mobile technology in today's society and it, as a marketing tool more often in many of its segments, and will be explained their role in the process of digitalisation of public administration in the Republic of Croatia. Conditions that could contribute to the introduction of a completely new paradigm in Croatia, the so-called m-citizen are 1) the penetration of mobile phones, which will be even higher than the penetration of the internet, 2) ease of use of that technology, 3) availability of many services, 4) accessible from everywhere.
