Abstract
U radu se analizira fiskalna politika, kao temeljna politika ekonomske politike. Fiskalna politika ima vodeću ulogu u funkciji ostvarenja gospodarskog rasta i razvoja države, te je ključna politika u svakoj državi, pa tako i u Republici Hrvatskoj gdje su kroz dosadašnje razdoblje neovisnosti postojali brojni problemi pri provođenju fiskalne politike koja treba poticati ekonomski rast i razvoj. Kako bi ostvarila ciljeve ekonomske politike, fiskalna politika uz pomoć instrumenata javnih prihoda i rashoda nastoji ostvariti postavljene ciljeve U dosadašnjem razdoblju fiskalna politika u Republici Hrvatskoj se oslanjala više na javne prihode u najvećoj mjeri kroz iscrpljivanje fiskalnog kapaciteta gospodarstva čime se uglavnom ostvaruje redistribucijska funkcija, dok stabilizacijska funkcija u većem dijelu izostaje. Ovaj diplomski rad analizira strukturu i kretanje državnih prihoda, problem visine javnih rashoda, te problem deficita proračuna. Hrvatska ima brojne mogućnosti, ali i ograničenja fiskalne politike. Ograničenja se najviše ogledaju u nekoordinaciji s monetarnom politikom, često lošim planiranjem proračuna, te problemom deficita i visokog javnog duga. Gospodarski rast i razvoj po visokim stopama rasta ostvaruje se jedino ako svi politički čimbenici povećaju svoje napore u provođenju reformi i suočavanju s brojnim problemima kako bi se postigli postavljeni ciljevi.
Abstract (english)
The paper analyzes fiscal policy as a fundamental policy of economic policy. Fiscal policy plays a leading role in the function of achieving economic growth and development of the state, and is a key policy in every country, including in the Republic of Croatia where, through previous periods of independence, there have been numerous problems in the implementation of fiscal policy that should stimulate economic growth and development. In order to achieve the objectives of economic policy, fiscal policy, with the help of public revenue and expenditure instruments, seeks to achieve the objectives. In the current period, fiscal policy in the Republic of Croatia relied more on public revenues largely by exhausting the fiscal capacity of the economy, thus generating a redistribution function. the stabilization function is largely absent. This graduate thesis will analyze the structure and trends of state revenues, the problem of public expenditure, and the problem of budget deficits. Croatia has numerous options, but also fiscal policy constraints. Limits are mostly reflected in the coordination with monetary policy, often poor budget planning, the deficit problem and high public debt. Economic Growth and Growth at High Growth Rates will only happen if all political factors increase their efforts in implementing reforms and coping with numerous problems in order to achieve the set goals.
