Abstract
Proračunom države smatraju se sva sredstva koja država posjeduje i iskorištava ih u svrhu poboljšanja pojedinih sektora i djelatnosti ili poboljšanju države u cijelosti. Uz općenito opisan proračun prikazana su i načela proračuna. Javni rashodi su izdaci koje država čini u javnom interesu radi zadovoljenja javnih potreba. Njihova veličina ovisi o opsegu javnih funkcija koje obavlja država. Postoji više vrsta javih rashoda. Kroz ovaj rad prikazani su redovni i izvanredni rashodi. Redovni rashodi su oni koji se mogu unaprijed predvidjeti, a izvanredni koji se ne mogu predvidjeti. Nakon vrsta rashoda u radu su opisana načela kojih se treba pridržavati prilikom formuliranja javnih rashoda. Gospodarstvo Hrvatske na makroekonomskoj razni prikazano je kroz broj zaposlenih i nezaposlenih osoba, te je teorijski opisan javni dug. Na kraju rada prikazane su tablice javnih rashoda te na što država izdvaja najviše novčanih sredstava.
Abstract (english)
The budget of the state is considered all the funds that the state owns and uses for the purpose of improving certain sectors and activities or improving the state as a whole. In addition to the generally described budget, the budgeting principles are presented. Public expenditures are expenditures made by the state in the public interest to meet public needs. Their size depends on the extent of public functions performed by the state. There are several types of public expenditures. This paper presents regular and extraordinary expenditures. Regular expenditures are those that can be predicted in advance and extraordinary expenditures are ones that cannot be predicted. Following the types of expenditures, the paper describes the principles that should be followed when formulating public expenditures. The macroeconomic economy of Croatia is represented by the number of employed and unemployed people, and public debt is theoretically described. At the end of the paper, the tables of public expenditures are presented and to which the state allocates the most funds.
