Abstract
Proračun predstavlja financijski dokument na temelju kojeg se određuje javna potrošnja u jedinicama lokalne samouprave. Proračunski proces svake jedinice lokalne samouprave uključuje planiranje, donošenje i izvršavanje proračuna. Kroz plan proračuna prikazuju se podaci iz kojih se izvora financiraju određeni rashodi. Svi prihodi i rashodi u proračunu su razvrstani po proračunskim klasifikacijama kako bi se dobio što jednostavniji pregled ostvarenja i potrošnje javnih sredstava. U ovom radu analiziran je proračunski proces na primjeru Općine Barban za razdoblje od 2018. do 2020. godine. Proračun Općine Barban donosi njezino predstavničko tijelo, odnosno Općinsko vijeće. Nastavno na zakonske odredbe, proračun se donosi najkasnije do kraja tekuće godine za sljedeću proračunsku godinu. Kroz Proračun Općine Barban vidi se da je u planu proračuna, osim prihoda, primitaka, rashoda i izdataka uključen i potencijalni manjak prihoda te je na taj način postignuto uravnoteženje proračuna. Utvrđivanju potencijalnog manjka prethodile su korekcije pogrešnih knjiženja iz prošlih razdoblja iz kojih je manjak proizašao te su definirane metode za njegovo pokriće. Na primjeru Općine Barban potencijalni manjak pokriti će se racionalizacijom troškova, odnosno smanjenjem rashodovne strane proračuna u vidu tekućih aktivnosti i projekata. Na temelju provedene analize razvidno je da je Općina Barban prilikom donošenja proračuna za 2018. godinu i projekcija za 2019. i 2020. godinu poštovala sva proračunska načela te koristila ispravnu primjenu svih proračunskih klasifikacija.
Abstract (english)
The budget is a financial document on the basis of which public spending in local selfgovernment units is determined. The budget process of every local self-government unit includes budget planning, adoption and execution. The budget plan shows the data from which certain expenditures are financed. All revenues and expenditures in the budget are classified according to budget classifications in order to obtain the simplest possible overview of the realization and spending of public funds. This paper analyzes the budget process on the example of the Municipality of Barban for the period from 2018 to 2020. The budget of the Municipality of Barban is adopted by its representative body, the Municipal Council. Following the legal provisions, the budget must be adopted no later than the end of the current year for the next budget year. In the Budget of the Municipality of Barban it is shown that the budget plan, in addition to revenues, receipts, expenditures and expenses, also includes a potential deficit of revenues, thus balancing the budget. The determination of the potential deficit was preceded by corrections of erroneous postings from previous periods from which the deficit arose and methods were defined to cover it. On the example of the Municipality of Barban, the potential deficit will be covered by rationalization of costs, i.e. by reducing the expenditure side of the budget in the form of current activities and projects. Based on the conducted analysis, it is evident that the Municipality of Barban respected all budget principles and used the application of all budget classifications when adopting the budget for 2018 and projections for 2019 and 2020.
