Abstract
Proračun jedinica lokalne samouprave i uprave je plan kojim se procjenjuju prihodi i primici te rashodi i izdaci jedinica lokalne samouprave i uprave, najčešće za jednu godinu. Predlaže ga gradonačelnik, odnosno čelnik grada, a donosi ga Gradsko vijeće ukoliko postoji većina svih članova Vijeća. Proračun je uravnotežen, ukoliko su proračunski prihodi jednaki proračunskim rashodima. Do neuravnoteženja proračuna dolazi kada su proračunski rashodi veći od proračunskih prihoda te vrijedi i obratno. Na primjeru Grada Kutine omogućen je detaljniji uvid u prikupljanje proračunskih prihoda te u trošenje proračunskih rashoda. U 2020. godini, procjenjuje se da će doći do smanjenja proračunskih prihoda te će se sukladno tome morati promijeniti dosadašnji način financiranja zbog sve većih i neograničenih potreba društva.
Abstract (english)
The budget of local self-government and administration units is a plan that estimates revenues and receipts and expenditures and expenses of local self-government and administration units, usually for one year. It is proposed by the mayor, also known as the head of the city, and it is adopted by the City Council, if there is a majority from all of the members of the Council. The budget is balanced if budget revenues are equal to budget expenditures. A budget imbalance occurs when the budget expenditures are higher than the budget revenues and vice versa. The example of the City of Kutina provides a more detailed insight into the process of collecting budget revenues and the spending of budget expenditures. In the year of 2020, it is estimated that there will be a reduction in budget revenues and, accordingly, the current method of financing will have to be changed due to the growing and unlimited needs of society.
