Abstract
Diplomski rad na temu zaduživanja lokalnih i regionalnih jedinica vlasti u Republici Hrvatskoj daje pregled njihove funkcionalne i fiskalne samostalnosti, načina i uvjeta pod kojim se mogu kratkoročno i dugoročno zaduživati te analizu zaduživanja za razdoblje od 2016. do 2020. godine. U radu se u korelaciju stavljaju i prihodi iz pomoći od EU te se analizira jesu li mogućnosti korištenja bespovratnih sredstava pomoći iz EU doprinijele povećanju ili smanjenju primitaka od zaduženja lokalnih i regionalnih jedinica vlasti u Republici Hrvatskoj.
Abstract (english)
The graduate paper on the topic of being indebted by local and regional government units in the Republic of Croatia provides an overview of their functional and fiscal independence, the ways and conditions under which they can put themselves in debt in the short and long term, and debt analysis for the period from 2016 to 2020. The final paper also correlates income from EU aid and analyzes whether the possibilities of using grants from EU aid contributed to an increase or decrease in receipts from the indebtedness of local and regional government units in the Republic of Croatia.
