Abstract
Ovaj završni rad ima za cilj detaljno pojasniti sam pojam javnog dobra i njegovih karakteristika, prikazati koje su to razlike koje se javljaju između privatnog i javnog sektora te koje usluge i dobra javni sektor pruža i koja je njegova glavna zadaća s posebnim osvrtom na obrazovanje na primjeru Republike Hrvatske. Kroz rad se analizira problematika privatiziranja u Republici Hrvatskoj kao i sama učinkovitost javnih usluga po pitanju obrazovanja. Kao što je poznato obrazovanje se uvrštava u javno dobro, a pobližom analizom obrazovanja jasno je vidljivo kako ono može ući i u sferu privatnog dobra odnosno ne mora se nužno financirati od strane države već može biti u vlasništvu privatne osobe koja nudi usluge obrazovanja za određeni iznos. S obzirom da javno dobro posjeduje značajku da ne može isključiti one koji uživaju u njegovu korištenju iako nisu doprinijeli njegovu pribavljanju, visoko obrazovanje po tim parametrima može se uvrstiti u javno dobro. Javno dobro kao takvo služi s ciljem da se zadovolje potrebe pojedinaca, a mišljenje je kako je država ta koja ih treba osigurati. Znanje nije roba, a tim se podrazumijeva da država kao takva mora osigurati ostvarivanje prava na visoko obrazovanje.
Abstract (english)
The aim of this final thesis is to explain in detail the very concept of public good and its characteristics, to show what are the differences between the private and public sectors and what services and goods the public sector provides and what is its main task with special reference to education as an example Republic of Croatia. The paper analyzes the issue of privatization in the Republic of Croatia as well as the effectiveness of public services in terms of education. As is known, education is considered a public good, and a closer analysis of education clearly shows how it can enter the sphere of private good, that is, it does not necessarily have to be financed by the state, but can be owned by a private person who offers education services for a certain amount. Given that a public good has the feature that it cannot exclude those who enjoy its use even though they did not contribute to its acquisition, higher education can be classified as a public good according to these parameters. Public good as such serves the purpose of meeting the needs of individuals, and the opinion is that it is the state that should provide them. Knowledge is not a commodity, and this implies that the state as such must ensure the realization of the right to higher education.
