Public finance is a scientific discipline orientated towards researching the ways of collecting, distributing, and spending the public funds intended for meeting the public needs. Public expenditure is the instrument of public finance which is used in order to meet all the public needs of the state and its citizens. For the country to grow and develop, public expenditures should be accompanied by public revenues. Budget is an act used to estimate the revenues and the expenditures of a country for a single year. It is enacted by the Croatian Parliament and is the most important document following the Constitution. During the 21st century, the world of finance was rocked by an economic crisis which began in the USA and started spreading across the globe, eventually reaching Croatia as well. The budget analysis for the period from 2008 until 2018 shows the public expenditure movements during and after the economic crisis. With their reactions, the holders of the fiscal policy played an important role when it came to the direction of the economic trends and the ways of recovering from the crisis. After exiting the crisis, the Republic of Croatia was struck by a series of different events which have severely impacted the overall national economy. The country suffered a political crisis in 2015 which led to a temporary government and a temporary budgetary financing in 2016. The problems of the Agrokor group have badly jeopardized the political and the financial stability of the country and brought about an enormous damage to the entire economy and the financial market. Over the past few years, the budget stability has been jeopardized due to the state guarantees given to the shipyards, with the biggest threat being the guarantee issued to the Uljanik shipyard.
